N. 134 of the 3rd of October 1879 calling the Governor's attention to certain objectionable provisions in the Konghong Gaol Ordinance Ne 4 of 1863, and amongst others to the power given to the Superintendent

of the Gaol of flogging prisoners,

a

power which the Secretary of State

points out is not given in England.

A Report (which had been also

circulated

among the Members

of

Council) from the Honourable Mr. Tonnosky, the Superintendent of the

Gaol upon this despatch

was also

considered and after discussion it is Resolved that the Attorney General be requested to draft

an

Ordinance transferring the power of sentencing prisoners to be flogged to the Police albagistrates.

In preparing the Bill the

Attorney General to take of such other changes

as

oognizance

may

be

deemed desirable, so as to assimilate the definitions ete of Prison Offences

to those in the new Prison Act in

England."
